WebCheltenham was not created a County Borough under the Local Government Act, 1888 (51 & 52 Vict. cap. 41) but remained a Municipal Borough and this restricted the powers of the Council. From 1890, the Council sought to extend its boundaries to include parts of Charlton Kings, Leckhampton, Prestbury, Badgeworth and Up Hatherley. WebCheltenham Borough Council elections.
