It shows up mostly consistently when in Third Person Back View looking straight up. It shows up with the correct colors when a beacon beam is present. WebChunk borders can be identified without coordinates through the use of 1:16 maps, albeit tediously and not obviously consistently. It is almost certainly easier (and cheaper) to use a 1:1 map (I still need to test border regions for each scale, dammit).
